Don’t be silly! It’s just a shield to keep bugs and pigeon $hit out of the engine compartment. while the car is parked. The padlock is there to keep the shield from getting stolen when it’s not in use.

It seems that the acrylic stuff prevents water from filling the motor area. So maybe he just doesn’t want people to steal the acrylic?
