Wow. I see some pretty weird people here in downtown Los Angeles but I haven’t seen any outfits like that.

That is Tiger Mask I believe who has lived and cycled around Shinjuku for as long as I can remember. He used to deliver newspapers like that and you rarely saw his face. He’s a Kabukicho /Shinjuku fixture. He must be in his late 40s or more by now.
