Please please explain what this is. It looks beguiling, like a radar upgrade to those whistle-for-your-keychain gizmos. But I’m guessing it’s not that impressive/expensive?

In the anime/manga series “Dragonball,” the characters would use a radar device to locate Dragonballs. Collecting all the Dragonballs would allow you to summon a dragon that would grant you any wish – reconstruct a destroyed world, bring people back from the dead, make you rich, etc.
This cheap cheap toy is a mockup of the radar device featured in the anime/manga.
